  • Application

Benefit cost analysis of activities that impact GHG emissions and for GHG emissions-related rules

  • Date

    September 2024
  • Details

The Vermont Climate Council, a body established by the Vermont Legislature and responsible for updating the state's Climate Action Plan, unanimously approved the recommendation of its Science & Data subcommittee regarding updating estimates of the social cost of greenhouse gases (SC-GHG) for use in Vermont. The council recommended the use of EPA's 2023 SC-GHG values in benefit-cost analysis related to GHG emissions rules and policies in Vermont.

  • SCC Value(s)

The Climate Council recommended the use of SC-GHG estimates from EPA's recent Report on the Social Cost of Greenhouse Gases. For emissions in the year 2030, for instance, those values are $140–$380 for the social cost of carbon, with a central estimate of $230 (all in 2020$).
